Quebec has formally approved Botox® and dermal fillers for dentists

The Ordre des dentistes du Québec (ODQ) has established a Standards of Practice covering the use of neuromodulators, including Botox and dermal fillers for dentists. Quebec’s standard is among the most detailed in Canada, particularly regarding photography and documentation.

Training and level progression

Quebec uses a structured, gated certification model. Dentists must complete each level in sequence before advancing. A minimum of 20 patients must be treated before advancing from one level to the next.

  • Level 1: Applied anatomy review — foundational only, no patient treatment authorized
  • Level 2: Basic neuromodulators — upper face and bruxism treatment
  • Level 3: Advanced neuromodulators — mid-face, lower face, and neck
  • Level 4: Dermal fillers and deep muscle neuromodulators

Key requirements

  • All training must be declared in the ODQ continuing education portal
  • Course attestations must be retained and available for professional inspection
  • Treatments must be provided within the dental office setting
  • Records, photography, and CE documentation must be accessible on request

Quebec’s calibrated photography requirement

Quebec is the only province to formally define what constitutes acceptable clinical photography. The term used is calibrated photography, and it requires:

  • Standardized camera equipment with fixed focal length
  • Controlled and consistent lighting conditions
  • Calibrated markers (measurement scales or reference points) visible in the image
  • Fixed patient positioning for reproducibility
  • Multiple angles: frontal, profile, and three-quarter views

This standard means an ad hoc smartphone photo taken in variable lighting does not meet Quebec requirements. Photography must be reproducible and suitable for clinical comparison and regulatory review.

Documentation requirements

Quebec requires a structured 13-section file template. Each patient record must include:

  • Product name, lot number, expiry date, concentration, needle gauge, and dose per injection site
  • Calibrated pre- and post-treatment photography
  • Written consent for publication of patient photographs for teaching purposes, if applicable
  • Training declared in the ODQ continuing education portal
  • Course plans and attestations retained for professional inspection
