Newfoundland & Labrador has formally approved Botox® and dermal fillers for dentists


The Newfoundland & Labrador Dental Board (NLDB) has established a Standard of Practice (No. 7) for the Use of Botulinum Toxin (Type A) and Esthetic Therapies. Each dentist must apply to the NLDB and be issued a certificate prior to providing any level of care outlined in the Standard.

Providing these services without an NLDB certificate is considered professional misconduct and will result in disciplinary action.

The six-level Botox and filler certification pathway

  • Level 1 — Applied Anatomy Review & Introduction to Neuromodulators
    • Mandatory foundation. Does not authorize patient treatment. Minimum 8-hour didactic program plus 4-hour anatomical cadaver lab.
  • Level 2 — Basic Neuromodulators: Upper Face & Bruxism
    • Authorizes neuromodulators for the upper face and bruxism treatment. Minimum 8 didactic hours plus 8 hours live patient training on minimum 6 patients.
  • Level 3 — Advanced Neuromodulators: Mid-Face, Lower Face & Neck
    • Advanced neuromodulator administration including myofascial pain, migraines, and trigger point therapy.
  • Level 4 — Dermal Fillers & Deep Muscles of Mastication
    • Introduces dermal fillers and advanced neuromodulators for deep muscles of mastication (e.g., medial and lateral pterygoid muscles).
  • Levels 5 & 6 — Advanced Procedures
    • Reserved for qualified Oral and Maxillofacial Surgeons only.

The 20-case requirement and random audits

Dentists must complete at least 20 Level 2 cases before making application for Level 3 approval. At least 20 Level 3 cases must be completed before undertaking Level 4 training. Newfoundland & Labrador explicitly states that certificate holders may be subject to random audits by the NLDB at Levels 2, 3, and 4. Records must be current, complete, and accessible at all times.

Delegation to dental assistants

Licensed Registered Dental Assistants may, under the direct supervision of a dentist holding a certificate under Standard No. 7, assist in formulating or dispensing agents used in therapies and procedures — provided they have completed NLDB-approved courses.

Key requirements

  • Appropriate and well-documented workup including history, clinical examination, and photographs
  • Treatment is part of a comprehensive dentofacial or maxillofacial treatment plan
  • Informed consent obtained including discussion of risks, benefits, and alternatives
  • Minimum 6 hours of continuing dental education in facial esthetics per 4-year CE cycle to maintain certification
  • Pre- and post-treatment photographs mandatory
  • Treatment must take place in an appropriate dental facility compliant with NLDB clinical standards
